I wanted to find out how much South Africa currently spends on basic education (primary and secondary schools). The information is on www.treasury.gov.za . The last budget reports that the government planned on spending R230.4 billion (I used the Budget Highlights document because it's easy to look at). I know there was a "Medium-term Budget Policy Statement" recently, so I thought I would double-check there as well, but in the vote for basic education the "appropriation" was only about R23 billion. Why is this number different?
