This is going to be a rather simple question. Surprisingly, I did not find quite a lot of answers satisfactorily explaining my point.

The question goes like this- The USA, under the Trump regime, currently carries an aggregate fiscal deficit of ~24%. Billions of dollars worth of debt.

Such many years of fiscal deficits, and still, it carries that on. I even don't understand where does the large sum of ~24% of the total budget comes from, which the USA spends? Also, how can the growth of a country relate to the aggregate fiscal deficit?
